The United Kingdom and France to Deploy Military Personnel to Ukraine in the event that a Peace Deal is Agreed

The British and French governments have inked a memorandum of understanding concerning the deployment of armed personnel in the nation should a ceasefire be concluded with Moscow, the British leader, Sir Keir Starmer, has stated.

Subsequent to talks with Ukraine's allies in the French capital, he indicated that the two nations would "set up operational bases throughout Ukraine and build fortified structures for arms and equipment" to discourage any subsequent invasion.

The partner countries also proposed that the United States would play the primary role in monitoring a ceasefire.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet commented on this new announcement.

Background and Ongoing War

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Moscow presently holds approximately 20% of Ukraine's sovereign soil.

Witkoff indicated the coalition had "largely finished" their work on establishing such pledges "to ensure the citizens of Ukraine know that when this conflict ends, it ends forever."

The former US envoy, ex-President Donald Trump's advisor, also took part in the talks.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's supporters had made "significant progress" at the talks.

He added that "robust" safety pledges for Ukraine had been reached in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky commented that a "major advance" had been made in Paris, but added that he would only consider efforts to be "adequate" if they culminated in the end of the conflict.

Earlier, Zelensky suggested a settlement was "mostly finalized". Settling the last 10% would "determine the outcome of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the heart of unresolved issues for the parties involved.
  • Moscow has often said that Kyiv's military must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
  • Kyiv has thus far excluded ceding any territory, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia does the same.

Russia presently occupies approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The areas form the industrial region of Donbas.
