Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from Allies

President Zelensky has stated that European allies have not given him sound guarantees that they will protect his country in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
